네, 그것도 그렇고, '문서'와도 약간 결이 다른 것 같다는 느낌도 듭니다. 이를테면 'labour rights that Korean workers were entitled to under multiple United Nations instruments covering labour standards' 이런 맥락에서요.

'법률문서'이라는 번역은 일영사전( 예: https://dictionary.goo.ne.jp/word/en/instrument/#ej-44479 )에서 유래한 것으로 추정됩니다. '법률을 기록한 문서'는 아니지만 '법(률)적인 효력이 있는 문서'를 표현하고자 한 것이라고 생각합니다. 이러한 오해를 탈피하기 위해 '법적문서'라는 표현을 생각해볼 수 있겠네요. '공식문서'는 그것에 완전히 대응되는 'official document'라는 표현이 따로 쓰이고 있으니 또 좀 애매합니다. ( https://documents.un.org/prod/ods.nsf/home.xsp ). intruments와 official documents가 실질적으로 어떤 관계인지 궁금하네요.

조금 검색해봤으나 딱히 나오진 않네요. 제 추천은 1 기본문서/표준문서 2 공식문서 3 행정문서. 법은 아니므로 법률은 오해의 소지가 있다고 봅네다.

어렵네요. 법률문서보다는 행정문서에 가까운지도. 아니면 뭔가 표준문서?
